Video Sync Test on YouTube.
Wish I thought of this before I tried making my own (unreliable) tests recording myself playing Tetris with no music...

EDIT: Actually, I've found that my own "silent Tetris" videos are the most reliable after all...
EDIT (2013.10.17): The Eye Spy on Work Time Fun is probably the most accurate test for syncing audio for Vita captures (Fraps @ 59.94 FPS). 3DS as it turns out is the same.
